Emmanuel du Plessi (Duke De Richelieu) was born in
1766.
In the 24 years he was a
volunteer, participated in the assault of Ishmael, and five years later
settled permanently in Russia. In 1803 Richelieu was the
governor-general of Odessa. Local residents called it "our
Duke" and considered the founder of the city, although by that time,
Odessa was already 8 years old. Efforts of the new Mayor the city has
become a major trading port. When returned to a Bourbon
throne, Duke, as a staunch monarchist, departed for France to lead the
government of Louis XVIII. He died May 16, 1822 at the age of 56 years
in Paris.

While the territory of present-day Odessa
people began to settle back in ancient times, the history of the city
is well known from 1415 as the city Codjabey (Turkish - Hacıbey). In the middle
of the XVIII century. all belonged to the Northern Black Sea Crimean
khans - vassals of Turkey. Given the weakness of the latter, the
Russian Empire beginning of the war for the implementation of the
so-called Greek project, the essence of which was to take possession of
the Balkans, creating two vassal state. At the ruins of the Turkish
Empire, was planned to revive the ancient Power: Dacia in place of
Romania and Byzantium with its capital in Constantinople. Last Emperor

begins. In just one century Odessa has evolved from a modest settlement
in the outskirts to the centre Novorossii and the fourth largest city
in the Russian Empire (after St. Petersburg, Moscow and
Warsaw).
